Can I deliver eggs, milk, and/or bread?

No, Under WAC 246-215 (the food code) a food establishment is defines as : An operation that stores, prepares, packages, serves, and vends food directly to the consumer, or otherwise provides food for human consumption.

Selling these items “as is” (example, raw eggs) under a “food establishment” is not allowed.
